A government mission has proposed measures to strengthen protections for platform workers, including a presumption of employment, a minimum income and greater transparency about algorithms. Its report was published on November 3 and delivered the previous day to Labour and Solidarity Minister Jean-Pierre Farandou.
The 140-page document sets out eight broad priorities and 30 recommendations. It follows several months of hearings involving nearly 200 representatives of platforms and workers, as well as parliamentarians and officials from government departments.
The mission was established earlier this year to assess the sector and recommend how France should implement an EU directive adopted on October 23, 2024. The directive includes a presumption of employment for platform workers and stronger obligations for companies to disclose how their algorithms operate.
France has until December 2 to transpose the directive. The report says the growth of new services and forms of work can bring real benefits, but must take place within a framework that ensures decent working and pay conditions.
