Italy’s budget plan allocates €358.6 million to extend several social safety-net measures into 2027, including support for workers affected by industrial crises, corporate restructuring and business closures.
Under Article 46, the plan provides €100 million to extend extraordinary wage supplementation in derogation for employees of companies located in areas designated by the Ministry of Enterprises and Made in Italy as being in a complex industrial crisis. A further measure, capped at €100 million, would allow companies that are ending or have ended operations to access the scheme to manage redundancies.
The former Ilva group would receive €15 million to maintain income support for workers in 2027, including professional training linked to the management of remediation activities. According to the technical report, about 1,497 employees at three companies are covered: 1,440 at Ilva, 49 at Sanac and eight at Taranto Energia.
The plan also provides up to €63.3 million in wage integration for companies considered of strategic national interest. The measure targets businesses with at least 1,000 employees that are implementing complex reorganisation plans that have not yet been completed.
Up to €20 million is earmarked for income support for call-centre workers, with the technical report citing the limited financial resources available to the bilateral fund for the telecommunications sector. Another €20 million would finance an additional extraordinary wage-support measure for companies ending their activities, for a maximum of six months without further extensions, where there are concrete prospects of a rapid sale and the subsequent reabsorption of workers, or of significant employment recovery.
The package includes up to €30 million to extend mobility support in complex industrial crisis areas for current or dismissed employees of companies operating in those territories. A further €9.3 million would extend the exemption from the additional contribution for companies in such areas that are authorised to use extraordinary wage-support schemes while completing employment recovery plans.
Finally, up to €1 million is allocated for 2027 to extend wage-support measures in derogation for employees of companies that have been seized or confiscated.
