Italy is tightening measures to identify vehicles that do not have the mandatory motor liability insurance coverage. Under the measure, the Ministry of Infrastructure and Transport and the Automobile Club of Italy (ACI) will cross-check information from several databases at least once every three months.

The data will identify vehicles for which no valid insurance coverage or applicable exemption is recorded. The information may be used to support efforts to regularize insurance positions and shared with road-policing authorities for checks and the detection of violations.

The cross-check will include the real-time insurance coverage archive maintained by insurance companies, the National Vehicle Archive, and records concerning mandatory inspections related to road safety and pollutant emissions. It will also cover the Public Vehicle Register, including vehicles registered abroad that circulate in Italy or are held by residents, as well as the electronic register of end-of-life vehicles, which records demolitions and the handover of license plates.

A ministerial decree must be adopted within 90 days of the measure entering into force. It will establish, among other provisions, how the databases will interoperate through the National Digital Data Platform and how the information will be processed and stored. The administrations involved must implement the measures using their existing human, technical and financial resources, without creating new or higher costs for public finances.
